How can I run Matlab Runtime?

I have Matlab 2020b installed in my computer but without Matlab Runtime.
Because I want to compile a matlab code to an exeuctable file, I downloaded the runtime v9.9 from Matlab and installed it.
But I still cannot run the deploytool or mcc from Matlab command line and says 'deploytool' requires one of the followings:
MATLAB Complier
MATLAB Complier SDK.
Does anyone know the reason?

MATLAB Compiler is an expensive product.
More expensive than MATLAB itself, because it allows you to distribute unlimited copies of the compiled executable with no royalty charge, and each of those represents a potential lost sale.

Thanks. I need to check with IT department if I have Compiler license.

MATLAB Runtime (MCR, MATLAB Component Runtime) is an execution-only environment that cannot compile anything.
You need the MATLAB Compiler product, and possibly MATLAB Compiler SDK product as well.
