Constrain a Delaunay Triangulations With a Surface?

I would like to perform a Constrained Delaunay Triangulation by inputing a Surface to define the Constraint, instead of the Edges (as shown in the Example Manual). Is that possible??

The documentation for delaunayTriangulation() indicates that constrained triangulation is only supported for 2D inputs. If the constraint is a surface, then I assume you're trying to do constrained triangulation in 3D.
