How can I start the license manager when the lmtools cannot work? I have matlab r2014a

I have tried using lmtools, cmd and even starting the MATLAB license manager manually as a local service but all in vain..I receive error -15..matlab cannot connect to server. I'm using Win 8.1, 32bit.shoud or should I not check the license manager when installin? or what is likely to be the problem? .please help
