Changing mesh

How can I change the mesh that I get with initmesh? .... I need to specify the number of triangles (or nodes) I want to have in specific region.

I have this problem because it takes a lot of time (or memory error...) to mesh a union of coarse and fine elements.

I know the function adaptmesh, but it needs initmesh to work.
