The d can apparently be used instead of e for exponent number formats, i.e. the following are equal:
1d-8
1e-8
10^-8
The dot after the ones are just decimal points which are not followed by any decimals.
So, the answer to your question is that the code creates the matrix
tol = [0.00000001 0.00000001]
