Why do I get an installer error 1500 "Another installation is in progress" when starting MATLAB?

I am starting MATLAB for the first time, and I get an error referencing the installation of vcredist_x64.exe:
Error 1500. Another installation is in progress. You must complete that installation before continuing this one.
I checked and there are no other installs running.

This error is caused by the Windows Installer service starting at boot time and hanging. To resolve it, follow the below instructions:
1. Go into the services console by clicking the Start menu and typing "services.msc" in the Start Search box.
2. Double click the "Windows Installer" service.
3. Set the startup type to "Disabled."
4. Restart the computer.
5. Go back into services console (by repeating steps 1 and 2) then change the startup type back to "Manual"
6. Start MATLAB, it should complete installing the Visual C++ Redistributable library, then MATLAB will start.
