This is a function of fuzzy c-means clustering method.
Input parameters:
X, m*N, is the data matrix.
k is the number of clusters.
q is the fuzzy degree, >1
u, N*k, is initial membership matrix
e is the iteration error
Output parameters:
center, m*k, is final cluster centers
u is the final membership matrix
J is value of price function of FCM
num is the iteration number
