Implements an A-law compander for the input signal.This is achieved in 3 steps:
1)Performing A law compression of the input signal,
2)Next doing uniform quantization of output in step 1,
3)Finally, implementing A-law expander i.e taking inverse A law for signal obtained at step 2.
Thus the signal is recovered at step 3.
