ship colregs mod 2011 for boat sim of Loe 2007

This can simulate to maneuver a vessel vs vessel encounter according to colregs with R13 to R19. Oeivind Loe made 2007 a ship simulation environment www.divo.no and i implemented colregs R13 to R19 as expert rule based system into the dynamic window controller to show it is possible to extract out of the collision prevention regulations and implement procedures with sometimes better than human performance optimized to comply with the laws.
