Need to read data from .dat file(mdf 3 tgt 15) in Matlab

Hello Team,
Need to read data from .dat file(mdf 3 tgt 15) in Matlab.
When I rename the file from .dat to .csv I don't see any data
and I see these ÿL¾x×?Kþÿ¹ characters when I open .dat in EXCEL.
Please help!
