There's not much we can advise, since we don't know in what form the car detection data set exists now.

Is this for homework, or a semester project? Or is it for your real-world job? The Mathworks does have consultants they can recommend if you need it done. Otherwise if you want to try yourself, you need to learn MATLAB programming first. Do you know how to do that? Did your data set come with any MATLAB example code? Do you know that the Computer Vision System toolbox has code online for tracking: http://www.mathworks.com/help/vision/motion-analysis-and-tracking.html.
Please explain exactly what "help" looks like to you. What do you expect us to do or provide to you? Be specific please.

Thanks Image Analyst ,
It's my homework. There is no MATLAB example code with the data set. thanks for the topic link I think it will be helpful for my subsequent work or project.
The help I need is what the right steps to do to work on the data set how can I add it to MATLAB so I can use its test images and training images? Thanks again

I don't really know. I can't see your homework resources (movies, .class source code files, etc.). What I would do is to try to run the code they gave you to start with (the .class files and the java files). See how far they get you and try to add in any missing steps.
Do your best - there are lots of tracking examples in the File Exchange or in the documentation, if you feel the starter code they gave you is not enough.
