Why do I receive a "Restricted Download Access" message when using Add-Ons manager?

When using the Add-Ons manager, I receive the following message, which prohibits me from installing anything:
ERROR: Restricted Download AccessYour administrator has restricted your download access to this Mathworks product.
Contact your MATLAB administrator(s) to request access.
In the Add-Ons manager, I see that I am logged in under a Mathworks account that is the administrator for a MATLAB license. How can I proceed with installing my toolbox?

This error can occur for the following reasons.
  1. The person logged in the Add-On Explorer does not have access to a license with the product they want to download. The user logged in with the wrong e-mail.
  2. The Licensed End User logged in the Add-On Explorer does not have Download Permissions given to them for that product on the license
If you have confirmed the above does not apply and  are still experiencing this error, try the following troubleshooting steps:
  1. Sign out of the user's MathWorks account in the GUI of MATLAB.  
  2. Then sign into the MathWorks account of the user in the MATLAB GUI. Make sure to sign in with the e-mail address associated with your MATLAB license.
  3. If the sign-in window freezes while signing in, restart MATLAB and sign in again.
