Why I get "MCR Instance not available" error suddenly after using excel Add-In for 8 months?

I compiled a m function with MATLAB Compiler and packaged it as an excel Add-In and have been using it everyday since 8 months ago without any problem. today when I called the function in excel, it returned a "MCR Instance not available" error for me! I uninstalled the app and it's directory completely and even reinstalled the MATLAB Runtime and microsoft office but the error still occurs. them MATLAB and runtime version is R2019a 64 bit. I found this post but it didn't helped me. what can I do?
