Matlab on Windows XP?

I am looking for software to make graphs of fairly simple data such as I have in Excel. I am tired of trying to get Excel's graphs to do what I need them to do. After a little research, MatLab seems like the the overwhelming choice for me. But I have a couple of questions:
  1. Will MatLab run on Windows XP?
  2. I am in the process of upgrading from XP and Office 2007 to Win 10 and Office 365. When I get Win 10 running, can I move my Matlab license over?

The last release I can find that supported Win XP was R2014b. These are the requirements for R2019b.
