Which block should I use to model a Synchronous Machine without damper windings in R2019a?
The question is not related to mechanical damping.

If you refer to the dq-axis damper windings (electrical parts), you should use one of the following blocks if you do not want to model a Synchronous Machine with damper windings.
In this case please use the simplified models and set the damping factor to zero:
For the Specialized Technology library we have the "Simplified Synchronous Machine" block:
Please run the below command in the command window of installed MATLAB R2019a version to get release specific documentation
>> web(fullfile(docroot, 'physmod/sps/powersys/ref/simplifiedsynchronousmachine.html'))
For the Simscape language blocks we have "Synchronous Machine Model 1.0" block:
Please run the below command in the command window of installed MATLAB R2019a version to get release specific documentation
>> web(fullfile(docroot, 'physmod/sps/ref/synchronousmachinemodel10.html'))
