How can a switch have impact, even if he never switches or switches between the two EXACT same values?

I use a switch to set the Setpoint for a regulation. Since the second value (his calculation) is still in developement the switch switches at the moment between the exact same two values (two times the same Constant value). But the results from the simulation are different, whether the switch is included or not.
