DAQ Counter Output Overrun

When I create a daq session with a counter output channel and multiple analog or digital output channels, then queue and output a set of scans for those analog outputs; I expect the counter output to output as many pulses as there are scans in the session. However, no matter how many scans I queue, the counter output overruns the number of scans by a significant margin. In the picture below, the top channel is a digital channel that is low for the duration of the output scans, and the bottom channel is the counter output.
Are there any other settings I can change to stop the counter output. Or is there a way to set up a counter output by itself with a finite number of pulses?
The DAQ is a NI PCIe-6323 on R2016a.
