If you have an active Software Maintenance Service on your license, then you can upgrade to any version. If not you most likely need a new license.

If you have an individual license, you may simply download, install and activiate MATLAB R2016b yourself. You can (and should at least for a while) keep the R2013b installation.
If you are part of a larger organization, your admin/IT will have the information you need.

Note that this requires that you or your company has paid for your licence through to that release or later.
Also to clarify: you will certainly need a different license file. Each licence file is release and host specific. License files are the keys that enable you to run software that you have licensed.
