Why can I only start MATLAB as an Administrator in Windows?

If you're seeing an License Manager Error -9 when not launch as an Administrator, please redo activation with the correct Windows Login Name. If you don't know how to do this, follow the steps from the page below.
Why do I receive License Manager Error -9?
Otherwise, this issue could be caused if you try to run MATLAB from an account without permissions to edit the following folder:
C:\Users\%username%\AppData\Local\Temp\data
To resolve this issue, edit the permissions in the given directory to allow the desired Windows user profile to have full read / write permissions.
