Installation from Matlab Installer with floating license?

I am a long time Matlab user and always installed it from ISO disk/file without any troubles. Recently I had my machine updated to Win10 and lost current installation. I went to the web site to find that now there is no ISO to download and there is a recommendation to use installer. I have an account and license number, but when I run the installer, after the tool checks the available licenses and lists the products, it asks to "Provide license file location". I do not have a local file and instead have port@server license path. But the installer fails to use it and thus cannot proceed any further. How can I get around this problem or get the fileset to install the Matlab and required toolboxes?

I can respond to parts of this. The option to download an ISO is for administrators - or at least the ability needs to be provided by the administrator. As most customers of a concurrent (floating) license have a large number of users, I expect your IT placing the ISO on the intranet in case they want to avoid hundreds of users download the save x GB of data.

For the second point, to my best knowledge there is always a local license file. Even if it is just pointing to the server. Check this article for license file location.
