how can i apply this fitness function on genetic algorithm

 if M = [ 1 0 1 0 1 
          0 1 0 1 1
          1 1 0 1 0
          0 1 0 1 0 ]

how can i apply the genetic algorithm using this fitness

where Mij represent index of matrix M

and Aij represent index of the population of genetic algorithm
