HOW to find the most correspondant image from a set of images?

is there a way that it can find the corresponadance between images (without using matching algorithms), here there is an exp of 3 images, where i'd like to find that the seconde image is more likely to the first image than the third one:

What is your definition of "matching algorithms"? Would CBIR algorithms be ruled out for some reason?
