Why dimension of confusion matrix is higher than the size of group/grouphat in confusionmat?

I am trying to get confusion matrix for 14 different groups using confusionmat. However, the dimension of the produced confusion matrix is 16*16. I checked the order vector and found that two group labels are repeated and considered as 15th and 16th label??? any help is appreciated...
