If the person has an individual license:

See https://www.mathworks.com/help/install/ug/deactivate-an-installation.html for deactivation instructions. Once the license is deactivated, then activate it against the new user.

If you are using a group license, then edit the MLM.opt file https://www.mathworks.com/help/install/license/key-administrative-tasks.html#mw_ea2026c1-7f66-473e-a867-54159ed2976a and send the license daemon a signal 1 (if you are using Linux or Mac license server) or use lmtools (Windows) to restart the license daemon; https://www.mathworks.com/help/install/ug/start-the-license-manager.html
