.m files interfacing to other apps via COM much slower in Windows 11 23h2

Running .m files in matlab 2024b (not limited to 2024b though), we have noticed that performance when calling other apps via COM takes more than 100x longer in Windows 11 23h2 compared to 22h2. This happens when the other apps are started for the first time after matlab is started. Subsequent runs of the .m files run as fast as they did under 22h2 (or Windows 10). If Matlab is exited and restarted, the same slowness occurs. Is there some cache settings that may improve performance for the first time matlab runs?
