Beginning in R2023a, the product documentation is no longer installed by default (see here). The side effect of this is that some example datasets are no longer included with the product install.
This means some example datasets are no longer available by default. You can still access them by either finding an example in the online documentation that uses that file, and then use the 'Open in MATLAB Online' or 'Copy Command' workflows to open that example (along with any associated data files) in your MATLAB instance, or by installing the documentation.
I found 3 examples that use ovariancancer.mat
The copy command from one of them is openExample('stats/RegularizeWideDatainParallelExample')
In Windows, the example is added to your C:\Users\<user>\Documents\MATLAB\Examples\<ver>\ folder.
If it is a file you use often, consider adding the example folder to your MATLAB Path.

I’m still going through the Release Notes, so I wasn’t aware that the documentation did not automatically download and install.
Installing the documentation (or not) should be an option during the installation process. I prefer to have it available locally, since I have enough SSD space for it, and Install Documentation Using Internet Connection allowed me to do that.

I found the announcement in the Resources > Installation and Licensing Changes link.
I think your link for installing the documentation might be better, as the one I shared pointed to the "Install Documentation on Offline Machines" page. I've updated the link in my answer.
Once the install completes, you should be presented with a message about this change, along with details on how to obtain the documentation if you want to install it as well.
