Why does the Network License Manager not log license checkouts?

After starting the Network License Manager, and end users have successfully checked out liceenses, why does the log file not reflect any OUTs?

This issue will occur if lmstart is run as a program through the Linux GUI. 

Ensure you are starting your license manager with the lmstart or lmgrd function in command line, and not using "Run as Program" through the GUI.
