Has Network License Manager nothing to do with individual license?

I am currently trying to configure Matlab Web App Server, and some articles in Mathworks.com are saying like I should have installed Network License Manager.
For example, I want to use scripts like webapps-setup or webapps-config, but I cannot use.
Also, when I install MATLAB, I can not provide path to license.dat file.
Like above, nothing changed even when I uninstalled everything, installed Network License Manager, and then installed everything again.
By the way, I have an individual license for student. Is this problem occuring because I don't have network named license or concurrent license..?

Matlab Web App Server
I have an individual license for student
Software Requirements
MATLAB Compiler™ is required to package MATLAB apps as web app archives (.ctf files) to run on MATLAB Web App Server.
However... Web App Server and MATLAB Compiler are not products that are available to Student licenses.

A Total Headcount license is an Educational license,not a Student license.
says that for the Development version, you have to configure using a GUI.

I just simply though that I have a student license, because I am a student...lol You are right and thank you very much. I didn't even know the difference between two.
