Is the MATLAB code from a Simulink project? If so, you can find more information about the Simulink fcn User-Defined block here: http://www.mathworks.com.au/help/simulink/slref/fcn.html

The documentation of how functions are declared in Matlab is available here: http://www.mathworks.se/help/matlab/ref/function.html
In your case, fcn is the name of the function. y, y1 and y2 are the input variables. t1,t2, t0 and n are the output variables (return values).
