Is there any Video tuner to scan video signal in the range of 300 to 500 kHz?

I have a PC with output monochrome video signal (330 kHz; checked with a Frequency Counter) on a co-axial cable. The monitor is defective. I need to get the display of the PC on available displays(LCD,LED monitors, TV). However, TV's and TV Tuner cards I found do not search the frequency range in kHz, so thats why i can't get the display of my PC.
Is there any TV/Video tuner that scans in range of kHz?
Or can I change any settings of a TV/Video tuner card to make it scan in kHz range?
Any other method to get the display of 330kHz video signal?
